FUBK is a Federal University proprietored by the Federal Government of Nigeria. Its administrative and academic authorities are the Council, Senate, Congregation and Convocation.

A clear line of authority runs from the Visitor to the Vice-Chancellor and the principal officers who manage the day-to-day work of the University.

Council
The governing body of the University.
Charged with the general control and superintendence of the policy, finances and property of the University, including its public relations. Tenure: four years. Chaired by the Pro-Chancellor.
Senate
The supreme academic authority.
Organises and controls teaching, admission, discipline of students and the promotion of research. Chaired by the Vice-Chancellor; the Registrar is Secretary.
Congregation
The body of academic and senior administrative staff.
Advises Council and Senate and elects two of its members to the Council.
Convocation
The body that confers degrees.
Composed of the Vice-Chancellor, members of Council, academic staff and graduates of the University. Elects one of its members to the Council.

The Pro-Chancellor chairs Council and, together with the Vice-Chancellor, leads the governance of the University. Council is accountable, ultimately, to the Visitor.

Exercises control over property and expenditure as delegated by Council
Registration of contractors and award of contracts above the statutory threshold
Joint Council/Senate committee — staff disciplinary matters and appeals
Joint Council/Senate committee — nominates recipients of honorary degrees, fellowships and Emeritus titles

Council is required to cause annual reports to be published together with certified copies of its audited accounts.
